Hector Villegas President & CEO Borderplex Community Capital

Hector Villegas is the President & CEO of Borderplex Community Capital (BCC), a nonprofit community development loan fund and CDFI, and a supporting organization of the El Paso Community Foundation. In September 2023, the El Paso Community Foundation selected Hector to lead BCC through a transformative growth phase — earning its U.S. Treasury CDFI certification and significantly expanding both its lending operations and technical assistance portfolio to better serve the underbanked communities of the border region, with a bold vision to become the first CDFI in the nation to serve the entire U.S.–Mexico border corridor, spanning from Texas to California.

Prior to joining BCC, Hector held the position of Market Executive for PNC Bank, overseeing the El Paso, Texas and Southern New Mexico region — a role he assumed following PNC Bank’s acquisition of BBVA’s U.S. operations, where he had previously served as Market President for the same geographic area.

His career spans over 30 years in global corporate and investment banking, during which he has held significant leadership roles with BBVA across multiple international locations — including New York City, where he played a key role in expanding BBVA’s wholesale banking presence throughout the United States, as well as assignments in Europe and Latin America. His comprehensive expertise encompasses Corporate & Commercial Banking, Trade Finance, Investment Banking, Mergers and Acquisitions, and Credit, enriched by his tenure with renowned institutions in the U.S. and abroad, including BBVA, Banamex, Credit Lyonnais, and Chase Bank.

Having been transferred by BBVA from New York City to El Paso in 2010 to lead the integration and expansion of a recently acquired local community bank into the BBVA network, Hector has since become deeply engaged in the local business and civic community. His board service includes The El Paso Hispanic Chamber of Commerce, Coronado Country Club & Golf, and El Paso Pro Musica — Director’s Circle. He has also previously served on the boards of The El Paso Chamber, United Way of El Paso County, Borderplex Alliance, The El Paso Symphony Orchestra, The Rotary Club, The El Paso Opera, and Community en Acción.

Hector Villegas holds a bachelor’s degree in international business administration and has further distinguished his academic profile with professional certificates from The London School of Economics and The University of Texas at Austin’s Red McCombs School of Business.
